Yes Howard, that is an issue we all face. UBB makes the assumption that the moderator is a moderator in both forums.
The best I might suggest is for the moderator to advise that the topic would be best suited to another forum and then just close the topic. If the topic was closed early enough (before there were other contributors) and the author complied, then the thread could be deleted, otherwise just left closed.
