As a moderator of the "Starters" forum, I may desire to move a thread from "Starters" to "General", but I can not move a thread to the "General" forum because I am not a moderator of the "General" forum.
There is no insentive for a moderator of the "General" forum to monitor and clean up the "Starters" forum.
I am missing something in the moderator's rights logic here?
