Couple of thoughts..
Can you SHELL out and set an environment variable for how much memory you want to use?
code:
SHELL "%COMSPEC% /e:2048 /c uninstallcommands"
In this example, you are giving 2MB to the session for this. You may need to bump this up to 4096.
Is there any Technical Documentation on Trend Micro's site or in the installation that may also help you?

is there a possibility that kixgui locks a dll that trend is trying to write to?

A better way to install OfficeScan is to edit the \\officescanserver\ofcscan\Autopcc.cfg\Autopcc.ini and change the [Install] section to this:
Uninstall=0 SilentInstall=1 SilentUninstall=1 NoPrescan=0
To run the install just SHELL "\\officescanserver\ofcscan\autopccp.exe" and that should be it.
