I think what may be the misunderstanding here is "Total votes". That's the total
number of people who have given you ANY vote. So if:
Person A gives 1 star
Person B gives 2 stars
Person C gives 3 stars
(assume A, B, C do not have any ratings themselves).

Then, the results should be:
Rating: 2 stars (the average, since all 3 had the same weight)
Total votes: 3. (3 people voted)

Person A gives 1 star and has no rating currently and was unrated at the time of voting. 

Person B gives 2 stars and is currently rated at 2.1 stars but was unrated at the time of first voting. 

Person C gives 5 stars has a rating of 4.1 currently and also at the time of voting. 

Person D gives 1 stars has a rating of 1.0 currently and also at the time of voting.
