It look OK to me. When you do
"%OS%" == "Windows_NT"
it expands %OS% inside the quotes where %OS% doesn't exist and then compares it (==) to "Windows_NT" so you get
"" == "Windows_NT"
which means they are not equal. If it were NT, you'd see
"Windows_NT" == "Windows_NT"
