Why not put the TNSNames.ora in a central place on the network ?? Look at the registry key HKLM\Software\Oracle and the fiels TNS_Admin. This fiels contains directory containing the TNSNames.ora. Furthermore, the TNSNames.ora is the same through different Oracle client versions (16bit, 32bit 7.3.4, 8.0.6, 8.1.7)
