Under each user profile in NT, 2000 and (I assume!?) XP is a folder called Start Menu. Whack any other folders or icons you want to show to users in there. I'll try and stick a screenshot in now... wait for it...
Nah, it's not working. I'm doing something wrong. Never mind. Take my word for it, you can create new folders and shortcuts under the Start Menu folder, and they'll work OK.
