Per the KIX95.DOC, pg 5 it suggests:

Kx95.dll Dynamic link library (DLL) for KiXtart on Windows 9x
Kx16.dll, Kx32.dll Support DLLs to connect to Netapi.dll on Windows 9x

You will want to insure that you at least have the Kx95.dll available when trying to execute any KIX Script from a 9x client.
