Do you use Policies? If so, setup a group; call it something like "PenaltyBox"; and setup the policy with severe limitations and a few 'stigma' settings like perhaps "Hot Dog Stand" desktop theme etc.. Then when you get a bad actor, put them in the group for a while. Do it under the disguise that you're putting them in a "test"
environment to troubleshoot their frequent problem. Others will recognize that they're in the penalty box and perhaps peer pressure, if not the sanctions, will cure their wiley ways. At the very least, you can have the satisfaction that comes with retribution.
We have the long coffee break thing beat. Our hard drives are on pullout trays. We have ready images on spare HDs in our office. We swap the HD and they're back up and running in the penalty box, sans their fav's and fancy mouse pointers etc.
It usually doesn't take too many of these to stifle their individuality. I've got the regulars pretty well trained, it's the new hires that need to be broken in.
I go the opposite way, starting fairly lax and tightening as they rebel.
