I was in contact with an Irish school which used a crude but effective method for locking down Win9x. The IT tech had identified the minimum files need to boot & envoke logon. By a painstaking trial & error process he minimized the number of necessary local files. He then installed all the rest of the files on a server share where he could tightly control access & updates. He also set the attributes to system file & hide for the remaining local files. Again this was a trial & error process because not all files can be locked. He proclaimed this as the ultimate solution.
