To overcome the policy limitation, you could have an admin script run periodically to check the remote reg values for change. If you got creative, you could even manage the bandwidth. FE, check during logon, and write to an INI file. Then have the admin script pick up the hits form the INI and modify the reg remotely. Those that get changed back, you could check more often. Eventually you'll break their spirit and they'll stop trying.
