You either need to be a Domain Administrator of the Active Directory and give yourself rights to deploy GPO, or have all the appropriate rights applied to your account or group that you belong to. We find it easier to create a folder where you keep all your GPOs and then link them to the other OUs you want to apply them to.
When creating a new GPO you will see the Computer and User where you can modify the LOGON scripts section. The computer can have a script, the user can have a script, and the user's account can be told to run a script or batch file.
I'm not a Domain Admin on our AD, so it is difficult to track down some issues. We also have about 30 Domain Controllers around the World, so it also takes time to replicate all the changes. You need to wait for this to happen to test all the functionality.
Try searching on Microsoft and Google for further information on GPOs.
