Big difference between ON or FROM. Like Jens asked, ON the remote server or FROM the remote server?
If you are trying to run something from a remote server, the full UNC path and filename should do it. Whether or not the command interpreter is needed depends on the program you are trying to run and/or whether you are trying to pipe or redirect.
