Sadly, it was never really down. In the control panel for the UBBThreads, there's a way to "CLOSE" the board. I have no idea how this button got pressed, but it did. I signed in everyday, not noticing this minor detail, as everything else looked normal to me. I did think it was odd that there were no new posts or even registrations. Yesterday, I needed to look something up from a location that I hadn't signed into before, and that's when I saw the "down for maintenance" message. So, long story short, nothing was happening behind the scenes, that I know of. I'll be interested to hear what NTDOC says.
