are your DCs at different sites?

Technically, you should specify the path to the script as well as the exe:
\\domain\netlogon\kix32.exe \\domain\netlogon\kixtart.kix

Not doing this will result in a dependency on Kix finding the script in the current folder. There are definite differences in how Kix handles locating it's script between 4.53 and later versions. Give that a try. Also - using a single server really makes that a heavy dependency in your environment - using the domain instead will always work if you have 2+ DCs (and at least ONE is online!) Sites & Services, if set up properly, will handle multiple sites with distributed DCs.

I'd NOT manually copy files across DC sysvol folders. Use the command-line to force a replication instead. Otherwise you're fighting the replication process.
