yes, accelerator, a chip meant to do just it's thing. like AES chips at least used to be rather common. this way the CPU itself doesn't have to be top of the line with million heatsinks.
with being fully open I mean that. if you have a firewall setup that says allow any from inside to go anywhere. in that setup, that is still oh so common, getting one computer infected can mean loss of everything. highly risky.
