Allens hint put me in the right direction.
It is the difference in the language.
But not only this:
In the english version of Win7 the function is named "Pin to Taskbar"
In the german version the function is named "An Taskleiste anheften"
But in the context menu you found "Anheften an Taskleiste".
Lucky people, whose running the english version.
