Well something is wrong. Either the version of KiXtart you're using or something else because I use that code on my own 2003 Terminal Server and it works as posted with no modifications.
I will try to double check it again and see if some Windows update has broken it. Microsoft has a habit of modifying things and what they do is either not published or is way down deep in the small print.
