Maybe you already knew this, but Wise (known for their famous Wise Package Studio) has a free version MSI editing application called "InstallTailor".

I knew about WinINSTALL LE 2003 and the one from Wise.

Sorry to dredge up an old thread, but not one of the utility links above works anymore.

I just Googled the one below (which has paid and free versions):

Well that was a couple years ago and Wise was bought up along with some others.

I don't have a link to any other free ones, but I do have a copy of one of those older free ones if you like.

I bought this one for the Company use.

I see like one line saying it's free.

not counting lines saying "free download"

anyhow, the license menu is broken so would guess this version indeed is free.
but still, I will be sceptic. after all, I don't see no freeware license either, only copyright marks.
