Some wireless cards have the issue to start the wireless card (load the drivers) after logon. Maybe the setting below will fix this. Some network cards (at least Intel does for some NIC's) have the option to let it startup before logon.
Always wait for network GPO setting:
Computer Configuration\Administrative Templates\System\Logon
