Did you search the UDF repository? I'm not sure if there is just a way to query "active" users. I think the problem there is that "active" is subjective. You can query "all" members. I know there is a UDF by Jooel to enumerate the AD groups. I'm sure there is something for users. If not, take a look at Jooel's UDF and start adapting it for users.
