Could be and could not be. These settings do not control this.

You can set it with GPO in:

 Code:
Computer configuration-->Administrative templates-->System-->Scripts-->Run logonscript synchronously

and/or
 Code:
Computer configuration-->Administrative templates-->System-->Logon-->Always wait for the network at computer startup and logon
