I've just tested your script on a W2K machine and everything seems to work fine.
I just your option:

shell "regedit /s @lserver\netlogon\files\reg\office.reg"

Are you sure you have only one DC or are there more DC's in your network. If there are more DC's are you sure that you placed the office.reg in every DC. Or are you sure that file replication is on.

Just try to replcae @lserver to the server name the reg's are on.

If I'm right your first script, without kix, points to this dir:

\netlogon\office.key

But in kix you are using this dir:

\netlogon\files\reg\office.reg

Are you sure the file is there?
