Windows XP SP2, Windows Server 2003 SP1 and Windows Vista ship with a feature called Attachment Manager. Attachment Manager is used by Microsoft Outlook Express, Microsoft Windows Messenger, Microsoft MSN Messenger, and Microsoft Internet Explorer to handle internet downloads and email attachments.
I think this will be not the fix. This is not for Explorer
