Start with a new PC, make all standard settings as you'd like them. Copy/Export the profile. Save the whole profile under \WINDOWS\SYSVOL\sysvol\your.domain.com\scripts\Default User ( = \\YOURDC\NETLOGON\Default User). Set Read rights for Domain Users.
For existing profiles, you can use the GPO: User Configuration\Administrative Templates\Control Panel\Display\Screen Saver executable name
