it's a policy for sure.
couldn't quickly find the value to set, but most likely it's under:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
normal user doesn't have right to just write there, so you might be best of by playing with GPO's
