Never install any so called "codec packs", they just mess up your OS and makes it slower & unstable by loading alot of DLL's that you don't need. ffdshow is really almost all you need for playback. If you want to install a codec or filter, use it's original installer.
This problem wouldn't normally be codec or filter-related, but with all those packs installed, anything could have happened really.
To see how mp3's are decoded you can use a tool like DXMan or GSpot
It would be interesting to see if you get it working with Winamp. I think Winamp uses an internal filter for MP3's (ie, it could be some proxy or other networking issue).
