For custom stationary with your design and data on it on an WinXP box you should use C:\Documents and Settings\[username]\Application Data\Microsoft\Stationery
The folder is open for the user so the stationary can be dynamically created by a login script. After the stationary is created you can set the reg key below to the newly created stationary. This can probably be done by a GPO but I did not check that.
