in it's simplicity, the needed lines are:
[Shell]
Command=2
[Taskbar]
Command=ToggleDesktop

and it works nicely...
so easy way to refresh desktop is use kix's ini-file-functions and create these two entries in to any_name.scf
then run it.

is that easy enough?
