I encountered a system exhibiting symptoms like this in one of my chemistry labs. Anybody who logged in the script ran slow. Replaced the local Kix32 executable, etc. The solution was to remove the network adapter via add/remove hardware in the control panel. Reboot, let the system redetect the NIC and apply the latest drivers from the vendor. All was normal after that. Had it not been a fairly unique setup I'd have blow it away with a reimage right from the start.
