Good grief, give us a chance. This is an international board with differing working days and time zones so you should wait at least a couple of days before giving up.
I've been using Squid as my primary caching proxy for many years. This is running on a Linux (Red Hat) server, and the supporting code for authorisation, user management, reporting, time-of-day restrictions and so-on are all add-ons that I've written to fit our needs.
The squid package now provides most of this stuff itself, so there is little need for bespoke coding any more.
If you want squid support you'll probably get a better response at the squid users mailing list http://www.squid-cache.org/mailing-lists.html
