My opinion, not a very well thought out safety plan. This (imho) would do nothing more then to confuse and complicate a potentially dangerous situation. Only a person/s in the general vicinity with immediate knowledge of the issue should be helping the victim and calling 911

Please check with your local Red Cross and I'm sure they can help your Company to come up with a much better safety plan (and typically for free)
