You're on the right track with @PWAGE but should also utilize @MAXPWAGE. Unfortunately, on NT/2K, you need to do CTL-ALT-DEL (not do-able in KiX) to bring up the Change Password dialog. I don't know of an API that you can call to bring up the same dialog.
The best I can suggest is a nag screen warning them that if ignored, there are no second chances.
