Of course you are right but it is not that simple. When you work at the ICT departement of a company certs are less important. I work for an ICT Company who sends me to other companies. I have to deal with managers who don't know me in the first place. They have to made there decission if they want me to work for them after reading my CV. So, In my case Certs are important. I know a lot of people who are "paper" mcse or whatever certification they have and know nothing. The ones who want to work in the IT branche because in the good days the sky was the limit. Since our economy is in a recession those are the ones who has to leave the company at first.
