Although it's been covered before, I'd like to here everybody's distinction between a scripting language and a programming language. In simpler terms, what's the difference between scripting and programming?

Is it simply a distinction between compiled/interpreted code? Level of complexity? Or are there certain features that need to be present before it can be considered a "programming language", e.g. OO design principles.
