One other to try might be:
RUN "%COMSPEC% /e:1024 /c " + @LDRIVE + "\RPCSS_MOAB.exe"
or just remove the /e:1024.
You shouldn't have to do this, but have you tried calling your batch file that runs this program, to see what happens then?
