This stems from my post Automatic shut down

I believe I have identified a glitch in Windows XP. I have noticed that in all versions prior to XP, a shutdown or restart command can easily be sent to a computer that is sitting at the logon prompt and the computer will respond. It would appear that while an XP computer will comply when a user is logged on, it will only comply with a shutdown command if no user is logged on and NOT a restart command. Any ideas out there?
