I believe that the best solution for you is you let the routers for the remote desktops act as DHCP server.

If you can configure the remote routers over the net it would be easy, otherwise you have to ask the users to bring in the router in and configure it inhouse.

If the router acts as DHCP server you will have gotten a lease before the VPN software/hardware is activated.
