Prevent downloads from Internet

My client is a small charity (read "no money").

They have a number of users (all in a particular GROUP) that don't get access to shared drives.

He wants to stop their access to printers (I've submitted a question to the forum separately)

He also wants these users to browse the Internet (they do so now) BUT he wants to stop them downloading files off the Internet.

Can I use the KiX login script to do this?

Two thoughts. One, that usually is a firewall function. Does the client have one? What type of workstations are they using? If it XP or above, might be able to do something with Windows security. Second thought is if you can restrict the group to just using Internet Explorer, in the security settings you can disable file downloads. If you can determine if that setting is saved in the registry, then Kix can change it if it is in the HKCU portion.
